FEMA records show Kerr County officials did not use FEMA’s system to send warnings to phones in the critical hours as the flooding began on July 4.

Flash flooding continues to plague Kerr County as reports of evacuations are surfacing amid the latest flash flood warning. Residents in parts of Kerr County report they are being asked to evacuate and move to higher ground as additional rain falls in the already saturated areas.

Thirteen people are dead and more than 20 people unaccounted for after heavy rain lashed Texas, leading to "catastrophic" flooding. Children are among the dead, and about 23 campers from a summer camp in the area, Camp Mystic, are unaccounted for, said Lt. Gov. Dan Patrick, who has taken on the duties of acting governor.
