The top eight teams from the 6A, 5A and 4A conferences and eight at-large qualifiers from the 6A-4A will make up the tournament. After the first two rounds of the Open Division state tournament, losing teams from those games and the eight conference play-in winners will advance to their respective conference tournaments.
