“An abortion ban in one state absolutely affects the abortion care infrastructure in other places,” Isabel DoCampo, senior research associate with the institute, said. “We are seeing increases in caseloads in neighboring states, not just Iowa, but other states that have implemented abortion bans.”

While advocates focused on Planned Parenthood, the bill did not mention it by name. Instead, it cut off reimbursements for organizations that are primarily engaged in family planning services — which generally include things such as contraception, abortion and pregnancy tests — and received more than $800,000 from Medicaid in 2023.

Planned Parenthood Gulf Coast is closing two clinics on Sept. 30 but said services will not be affected at four others in the Houston area.
