A revised version of South Carolina’s school voucher program hit another roadblock Tuesday, after Senate Democrats used a procedural move to delay debate. The Education Scholarship Trust Fund Program—similar to one previously struck down by the state Supreme Court—would allow families to use public dollars to help pay for private school tuition.
